Dominique Mallard entered the Colorado welfare system at just 16 years old with her younger brother.  She and her brother were both sent into foster care where they  stayed in close contact for two years until they were seperated. After spending years dealing with the grief and pain of losing her brother, who was relocated without her awareness, Dominique wrote the “Bill of Rights” for Foster Siblings, ensuring that no other siblings in the State of Colorado be separated from each other without access to information of there whereabouts, amongst other rights.
